Textile Manufacturing in Mexico

Approximately 415,000 workers served 22,000 apparel companies in Mexico's textile and apparel industry in 2013, accounting for 6 percent of Mexico's gross domestic product and 20 percent of all manufacturing employment, according to the International Trade Administration.

By 2010, Mexico had fallen from their largest apparel supplier in 2000 to the sixth largest due to China's growth in the manufacturing sector.

In spite of this, these drop-offs revealed a benefit for apparel manufacturers looking for Mexican partners: Instead of the ordinary textile operations that had left the area, specialized workers remained, including leather manufacturers and fabric producers for filters, airbags, seat covers, and other skilled labor-intensive products.

U.S. specialty and industrial textile exports to Mexico accounted for approximately 50 percent of total exports from the U.S. in 2016, representing an increase of 1.13 percent.

Businesses in the textile and apparel industry benefit greatly from Mexico's proximity to the United States. With a 13.5% market share, Mexico is the second-largest supplier of textiles and apparel to the United States. Businesses can take advantage of shorter lead times, lower transportation costs, and easier communication with suppliers and customers by outsourcing nearshore manufacturing to Mexico.

According to Miguel Angel Andreu, a leading Mexican textile and apparel consultant, Mexican manufacturers are increasingly using their low costs and proximity to the US to counter Chinese messaging.

There is a strong commitment to quality control in the textile and apparel industry in Mexico. It is mandatory for manufacturers to adhere to strict quality standards so that their products meet or exceed customer expectations. In Mexico, quality control systems are used to monitor production processes, identify defects, and ensure that products are defect-free.

There is an increasing number of Mexican clothing companies offering full package manufacturing, particularly for denim, Mexico's leading apparel export, and T-shirts. Mexican clothing companies work closely with brands in the US to meet specific requirements.

With a number of favorable trade agreements with other countries, including the U.S.-Mexico-Canada Agreement (USMCA), Mexico is an attractive location for nearshore manufacturing.

Textile and apparel producers will benefit from several provisions of the USMCA, such as rules of origin that encourage the use of North American materials. In addition to improving access to the U.S. market for Mexican textile and apparel products, the agreement eliminates some tariffs.
